The concept of Scientific Democracy is in response to other options that are less desirable. The United States of America has exhibited examples of inverted totalitarianism and is now evolving towards Guided Democracy [wnyc.org, aired Jan 13, 2017].
Scientific Democracy is an alternative to the current approach and which enables democracy for citizens.
