accounting for distraction

There are lots of ways for a population to be distracted by the people and processes in government. The consequence of being distracted is that the participants can become disillusioned and lose trust in the government. For example, focusing on the appearance and personality of a leader can result in the role and actions of a leader becoming lower priority.

Scientific democracy is an alternative to getting hung up on fallible individuals. Since scientific democracy is implemented by humans, the system will need to account for misbehaving individuals.
