planning and doing experiments as a delay tactic and how to counter

Setting up and doing experiments well takes considerable effort and time.  In my experience, I've observed the "we are planning on doing that" and "we are studying the issue" as excuses for inaction.

A way to ensure timely design and implementation is needed. Effective action is required for successful Scientific Democracy.

Big decisions on complex issues require additional inspection and therefore take longer to do well. Small experiments take less time.
